Phillip Caldwell, II, Ph.D.
President
Dr. Caldwell leads the Resolute team as the Founder and President; he works to establish long-range goals, set the strategic course, and lay out a sensible plan for goal attainment. In addition, Dr. Caldwell holds the current rank of Assistant Professor in the Department of Leadership & Counseling and PI for the Michigan Public School Finance research project, supported by the John W. Porter Distinguished Chair in Urban Education and Michael G. Morris Endowed Chair for Outstanding Faculty Members within the College of Education at Eastern Michigan University.

Rajah E. Smart, Ed.D., Vice President
Dr. Smart serves as Vice President of Strategy, Technical Assistance, and Policy. He is responsible for designing and implementing technical assistance (TA) and leading the TA team to assess and redesign approaches and strategies on the project. He works with partners to plan and implement customized TA, program evaluations, and reports and provides support and thought leadership to improve capacity systems.
In addition, Dr. Smart serves as Assistant Dean for Assessment and Accreditation in the College of Education at Tennessee State University and Co-Principal Investigator for the Michigan Public School Finance research project at Eastern Michigan University. He earned a Bachelor of Arts in Secondary Education from Western Michigan University, graduating in 2000, a Master of Arts in Educational Leadership with an emphasis on educational leadership from the University of Phoenix in 2006, and a Doctor of Education with an emphasis in Educational Leadership from the University of Michigan in August 2018.
